CAC developed an example material for clear and understandable setting up of selection procedures on cleaning
works. The CAC executive was engaged in problems of selection procedures and their setup for several years.
It is necessary to note that market situation in this area did not improved, if not rather the opposite. Still
more often than not quite confused and thoughtless submissions of various commissions are found, at which often
the only assessing criterion is price. Sometimes the submitters evaluate the best companies based on economically
favourable offer. Unfortunately even in this case the only assessing criterion is the price. As if the submitters
could not or rather did not want to take advantage of possibilities which the law (No. 40/2004) allows. The
individual provisions of this law allow in some cases (Expertise prerequisites, quality) set up the conditions,
which the applicants must fulfil, and even then selection of the firms, entering into the contest can be made.
The example material, which the CAC made out in the first version, should show the submitters in clear and
understandable way, which primary and relevant information cleaning companies need for preparing mutually
comparable offers.
